"Land Use Planning 101" - The Problem

The Athens-Clarke County Comprehensive Land Use Plan calls for preventing sprawl and protecting greenspace; the proposed zoning ordinance does neither: A brief history of the Plan, explanation of the proposed ordinance and the problems with it, and overview of the economics of sprawl vs. greenspace.

Conservation Planning Tools - The Solutions

There are mechanisms available to achieve the goals of the Plan: Transferable Development Rights, Conservation Subdivisions, and Purchase of Development Rights, among others. How do they work, and how have these tools been successfully used in other communities facing development pressure?

Putting It All Together - Solutions for Athens-Clarke County

Thanks to the hard work of ACC Planning Staff, consultants, and the Comprehensive Plan's Citizen Steering Committee, we are not far away from developing an ordinance that protects greenspace and prevents sprawl. Randall Arendt will help us work out how we can apply TDRs and the other conservation planning tools to our zoning ordinance to implement the Comprehensive Land Use Plan effectively.
